Welcome to the Muskogee Historic Revitalization Subgrant Program (MHRSP) Application Portal.
Submission timeline is Friday, March 15, 2024 to Friday, May 17, 2024.

Thank you for your interest in this program. Before beginning this online application, please follow these steps.
STEP 1: Check to make sure the property is eligible under the conditions for this program. See the list of eligible National Historic Register properties HERE.
STEP 2: Read the MHRSP Guidelines. Download HERE.
STEP 3: Download and complete the project narrative attachment to have ready for upload. Download HERE.
STEP 4: Obtain cost estimates on company letterhead, signed (within the last 60 days for proposed work).
STEP 5: Gather architectural drawings, engineering specifications, master plans, or relevant renderings for the project available for upload (if applicable).
STEP 6: Download and complete the City of Muskogee – Historic Preservation Commission – certificate of appropriateness (COA) application. *Application fees waived under this program per Resolution 2971. Download HERE.
STEP 7: Download and complete the project budget template to have ready for upload. (05/16/2024 Updated – Budget Calculation Resource Below) Download HERE.
STEP 8: Gather a minimum of 3 letters of support, signed and scanned as a single file ready for upload.
STEP 9: Prepare the property photos application attachment with 5-10 images and descriptions to have ready for upload. Download HERE. (Updated 05/15/2024) *Applicant will need to have Adobe Reader to successfully complete this attachment, you may download the free version here.
STEP 10: Have documentation of cash and in-kind match commitments, such as financial statements, ready for upload. *Acceptable documentation includes letters of commitment from funders, lenders, professionals providing in kind services, and/or property owner stating the match will be available at the time of award.
STEP 11: Review your application attachments for completion, before moving to the final step.
FINAL STEP (ONLINE APPLICATION): Fill out and complete the online application, uploading all required documents into the online form. APPLICANT TIPS:
Be sure to have a valid Google Account associated with your email address before starting the online form. Upon completion, an email confirmation will be sent to the email address provided. Here are instructions for creating a Google Account.
Once you have started the online application, it cannot be saved and re-entered; therefore, have ALL required documents and uploads completed and in the correct format before beginning.
Some projects may be required to have a Unique Entity Identifier (UEI) number through SAM.gov for the post award process.
